MoonPay, the crypto payments infrastructure company, today announced that it has been granted an Electronic Money Institution licence by De Nederlandsche Bank, the central bank and prudential supervisor of the Netherlands.
The EMI licence materially expands what MoonPay can build across the region. Under the new authorization, the company is permitted to offer payment accounts and payment services to consumers and businesses, issue euro-denominated stablecoins, and launch new payment and card products.
The licence is passportable across the European Economic Area, allowing MoonPay to provide these services from its Amsterdam base in all EEA member states.
The licence follows MoonPay's MiCA CASP authorization, granted by the Dutch Authority for the Financial Markets (AFM) in December 2024, which made MoonPay one of the first firms authorized under the EU's Markets in Crypto-Assets Regulation.
Holding both authorizations within a single entity gives MoonPay one of the strongest regulated foundations in Europe for building payments and stablecoin infrastructure, covering both the crypto-asset services layer and the e-money and payments layer under one supervisory structure.
Under MiCA, fiat-referenced stablecoins are classified as e-money tokens and may only be issued by a credit institution or an authorized electronic money institution. The EMI licence therefore provides MoonPay with the regulatory basis to issue a euro stablecoin directly, rather than relying on third-party issuers, and to do so on an open-loop basis, meaning tokens that can be freely held, transferred and redeemed beyond MoonPay's own platform.

The EMI licence allows the company to extend that footprint into regulated euro payment rails, giving partners and end users access to accounts, cards and euro-denominated stablecoin liquidity under a single, supervised European entity.
