Anthony Noto SoFiUSD: From West Point to a Bank Stablecoin

SoFi CEO Anthony Noto calls blockchain a technology super cycle and has put a national bank behind SoFiUSD, now settling SoFi's $25 billion card program on Mastercard. His career timeline, a scorecard of his stablecoin promises and what to watch next.

Table of Contents

Anthony Noto runs the first US national bank to issue a stablecoin on a public permissionless blockchain. On 27 October 2026 he told SoFi investors that SoFi is "the only national bank that has issued a payment stablecoin and tokenized deposits" (Q3 2026 earnings call).

The same week, SoFi reported record quarterly net revenue of $1.4 billion and 17.1 million members, and Observer profiled how Noto is moving SoFi's $25 billion card program onto SoFiUSD settlement (SoFi Q3 2026 results; Observer).

This profile covers who Anthony Noto is, how a West Point engineer and former Twitter CFO came to run a bank that issues its own stablecoin, and what he has and hasn't delivered on SoFiUSD so far. Stablecoin Insider built a career timeline, a promise scorecard and a float check from SoFi releases and on-chain data, so you can judge the strategy yourself.

Key Takeaways

  • Noto has been SoFi's CEO since 2018, after senior roles at Goldman Sachs, the NFL and Twitter (Wikipedia).
  • SoFi launched SoFiUSD on 18 December 2025 as the first stablecoin issued by a US national bank on a public permissionless blockchain (SoFi).
  • On 22 September 2026 SoFi went live with SoFiUSD settlement on Mastercard and began moving its full $25 billion card program onto it (SoFi).
  • SoFi's Q3 2026 net revenue rose 44% to $1.385 billion, with net income of $241 million (SoFi).
  • DefiLlama showed $302.74 million of SoFiUSD in circulation on 30 October 2026, across five chains (DefiLlama).

Who is Anthony Noto?

Anthony Noto is the chief executive officer of SoFi Technologies, the Nasdaq-listed digital bank that owns SoFi Bank, N.A., the Galileo payments platform and the Technisys banking core. He was named CEO in 2018 and took SoFi public in June 2021 (Wikipedia).

His path is unusual for a bank chief. He graduated from the US Military Academy at West Point in 1991 as a top mechanical engineering student, completed Army Ranger School and served as a communications officer in the 24th Infantry Division, before brand management at Kraft and an MBA from Wharton (Wikipedia).

He then spent most of the 2000s at Goldman Sachs, where Institutional Investor ranked him a top Internet analyst and he became a partner in 2004. He left to be chief financial officer of the National Football League from 2008 to 2010, returned to Goldman as co-head of global media, and was a lead banker on Twitter's 2013 IPO before joining Twitter as CFO in 2014 and later serving as chief operating officer (Wikipedia).

That background matters for anthony noto as a stablecoin story. He has sat on the sell side, run finance at a consumer platform and now runs a regulated bank, so SoFiUSD reads less like a crypto experiment and more like a payments cost and infrastructure decision made by someone who has priced all three.

The thread through the timeline is ownership of the stack. Noto bought the processor (Galileo), the core (Technisys) and the charter before he launched a token, which means SoFiUSD can move between a SoFi Bank account, a SoFi card and a public chain without a third-party issuer in the middle. For the launch details, see Stablecoin Insider's report on SoFiUSD's debut as the first stablecoin issued by a US national bank.

Why Noto left crypto, then came back as a bank

SoFi withdrew from crypto in 2023 as a condition of obtaining its bank charter. When it relaunched consumer crypto trading in November 2025, Noto told CNBC it was the first and only nationally chartered bank to do so, after the OCC eased its stance on bank crypto activity in March 2025 (Cointelegraph).

He framed the return in sweeping terms: "We believe blockchain and cryptocurrencies are a super cycle technology just like AI, and it will be pervasive across all the financial system" (Cointelegraph).

The same interview previewed his stablecoin pitch. "I actually worry quite significantly about stablecoins from operators that are not banks. Where are the reserves sitting? Is there duration risk for those reserves? Is there credit risk for those reserves? Are those reserves bankruptcy remote?" Noto said (Cointelegraph). That argument, that a bank issuer answers those questions by design, is the core of how he sells SoFiUSD.

Five weeks later he went further. SoFiUSD launched with reserves held 1:1 in cash at SoFi's account at the Federal Reserve, designed for white-label use by banks, fintechs and enterprises, with planned roles in SoFi Pay and Galileo. Noto called blockchain "a technology super cycle" in the launch release (SoFi).

The bank-first sequence lines up with the federal rulebook now arriving. Stablecoin Insider's profile of Comptroller Jonathan Gould covers the OCC's GENIUS Act rule, and the GENIUS Act guide explains why bank subsidiaries are one of the approved issuer routes.

Scorecard: Noto's SoFiUSD promises vs delivery

The December 2025 launch release listed what SoFiUSD was meant to do. Stablecoin Insider checked each item against SoFi's later releases and the Q3 2026 call. Status reflects what SoFi had publicly announced by 30 October 2026 (SoFi launch release).

Scorecard grades are Stablecoin Insider's reading of SoFi releases. Three of six stated goals are live, one is in progress and two have no public launch. Noto himself puts SoFiUSD among the startup businesses "not yet part of the Great Eight," SoFi's label for its eight businesses each above $100 million in revenue (Q3 2026 earnings call).

💡
Stablecoin Insider's take: Noto is running SoFiUSD like a payments utility, not a trading asset. The wins so far are plumbing (card settlement, in-app access, a yield token alongside it), and the open items are the ones that need other companies to sign up: merchants, remittance corridors and white-label issuers. That is where the 2027 test sits.

The float check: SoFiUSD supply vs card volume

Mastercard settlement is the biggest stated use. SoFi said its full card program, with more than $25 billion in expected annualized volume, would migrate to SoFiUSD settlement, and that merchants receive funds in a SoFi Bank account (SoFi). Noto called it going "from an idea to a live product" in six months.

Calculations are Stablecoin Insider's, from DefiLlama supply data read at about 14:20 CET on 30 October and SoFi's Q3 release (DefiLlama). Supply was 13.3% lower than a week earlier and 9.7% lower than a month earlier. SoFi has not commented on weekly supply moves in the sources reviewed, and a settlement token can turn over many times a day, so circulating supply is not the same as volume.

What the numbers do show is scale. SoFiUSD is still small next to SoFi's own balance sheet, at well under 1% of deposits, and it now runs on Solana, Ethereum, Polygon, Monad and Tempo according to DefiLlama (DefiLlama). The next leg of growth depends on third parties holding it, not just SoFi moving it.

The questions Anthony Noto faces

The first is distribution beyond SoFi itself. Observer reported that Galileo is expected to give its card clients and their issuing banks the option to settle in SoFiUSD, and noted that the project still lacks proof that outside banks and merchants will turn it into meaningful revenue (Observer).

Galileo sits in SoFi's Technology Platform segment, which reported Q3 2026 net revenue of $87.4 million, down 24% from a year earlier. SoFi attributed the drop to a large client that had fully moved off the platform by the end of 2025, and said the segment grew 18% excluding that client (Observer; SoFi Q3 2026 results).

The second is the two-token design. SoFiUSD pays no interest, while SOFIE, the tokenized deposit launched on 22 October, pays a yield and converts 1:1 into SoFiUSD (SoFi). SoFi's disclosures say SoFiUSD is not FDIC or SIPC insured and is not bank guaranteed (Observer). Stablecoin Insider covered that split in SoFi Tokenized Deposit: SOFIE Pays, SoFiUSD Doesn't.

The third is competition. Other banks and fintechs are building their own tokens and stablecoin rails, and Stablecoin Insider's list of neobanks using stablecoins in 2026 shows how crowded the consumer side is getting. What Stablecoin Insider doesn't know: SoFiUSD's actual settlement volume, how many Mastercard merchants use it, and when a first white-label partner might launch.

What Noto's SoFiUSD bet means for the market

  • Banks can issue on public chains. A national bank with Fed-held cash reserves issuing on five public chains is now a live model, not a white paper.
  • Settlement comes before spending. Noto started with SoFi's own card flows, where SoFi controls both sides, before asking merchants to hold a token.
  • Stablecoins and tokenized deposits can sit side by side. SOFIE pays yield, SoFiUSD moves money, and the bank keeps both on its balance sheet.
  • Watch partners, not supply. The next proof point is a named merchant, remittance corridor or white-label issuer, which none of the releases reviewed include yet.
