Ripple National Trust Bank is cleared to open. On 26 October 2026, Ripple said the Office of the Comptroller of the Currency (OCC) granted final approval to charter Ripple National Trust Bank (RNTB), a federally supervised national trust bank, ten months after its conditional approval ([Ripple press release](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

The charter does not make Ripple a commercial bank, and it does not move RLUSD issuance. What it does is put the reserves behind a $2.5 billion stablecoin under a federally supervised trustee ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

Below, Stablecoin Insider covers what the OCC approved, what a national trust charter can and can't do, how the bank fits next to the New York issuer and BNY, a side-by-side with Circle's trust bank, and what the GENIUS Act final rule changes.

### Key Takeaways

- The OCC gave Ripple National Trust Bank final approval on 26 October 2026 ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)), after conditional approval on 12 December 2025 ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).
- RNTB will manage segregated RLUSD reserves, act as collateral trustee for holders and offer fiduciary digital asset custody ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).
- RLUSD issuance stays with Standard Custody & Trust Company, Ripple's NYDFS-regulated limited purpose trust company ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).
- The conditional approval required at least $11.7 million in tier 1 capital, against $6.05 million for Circle's trust bank ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).
- The OCC's GENIUS Act final rule now expressly permits collateral trustee arrangements over reserves, under four conditions ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)).

## What the OCC approved on 26 October

Ripple's release lists three approved activities for the new bank: managing the segregated reserves that back Ripple USD (RLUSD), acting as collateral trustee of those reserves for the benefit of RLUSD holders, and providing fiduciary digital asset custody ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

Ripple first applied in July 2025, and the OCC's sign-off completes the organization process that began with conditional approval that December ([CoinDesk](https://www.coindesk.com/markets/2026/10/27/ripple-gets-a-final-go-ahead-to-launch-its-own-u-s-national-trust-bank)). RLUSD launched in December 2024 and now has a market cap of about $2.5 billion, which CoinDesk notes puts it among the world's top 50 stablecoins ([CoinDesk](https://www.coindesk.com/markets/2026/10/27/ripple-gets-a-final-go-ahead-to-launch-its-own-u-s-national-trust-bank)).

Ripple did not give an opening date. Its release describes what the bank will do "upon opening" and says Ripple will keep working with the OCC and NYDFS "as RNTB begins operations" ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

Ripple joins a short list. Circle secured final OCC approval in July, while Coinbase, Crypto.com and Stripe-owned Bridge remain at the conditional stage, according to [Cointelegraph](https://cointelegraph.com/news/ripple-wins-final-us-approval-for-national-trust-bank). When it issued the conditional approvals in December 2025, the OCC said it supervised approximately 60 other national trust banks ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125.html)).

## What a national trust charter allows, and what it rules out

A national trust bank is a national bank whose business is mainly fiduciary and related services, such as custody and safekeeping. The OCC's own guidance says most national trust banks do not make loans, do not accept deposits and do not carry FDIC insurance ([OCC Bulletin 2007-21](https://www.occ.gov/news-issuances/bulletins/2007/bulletin-2007-21.html)).

**Under the December 2025 approval letter, here is what Ripple National Trust Bank can do:**

- **Manage the RLUSD reserve on a directed basis.** The OCC letter describes managing a segregated reserve of liquid assets for Standard Custody & Trust Company (SCTC) "on a directed basis" ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).
- **Serve as collateral trustee.** The bank performs collateral trustee services for RLUSD holders in a fiduciary capacity, permitted under 12 USC 92a and 12 CFR Part 9.
- **Custody crypto for others.** Fiduciary digital asset custody for Ripple affiliates and unaffiliated institutional customers.

**And here is what it can't do:**

- **Act like a commercial bank.** Condition 1 limits it to trust company operations and bars it from meeting the Bank Holding Company Act definition of a "bank" ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).
- **Issue RLUSD.** Issuance stays with SCTC, the New York limited purpose trust company.
- **Change its business plan freely.** For its first three years, any significant change needs 60 days' notice and a written OCC no-objection ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).

📌

Scope note: a trust charter is not a deposit charter. RLUSD holders are not bank depositors at Ripple National Trust Bank, and nothing in Ripple's announcement or the OCC letter describes FDIC insurance for RLUSD or its reserves.

## How the pieces fit: SCTC, RNTB and BNY

RLUSD now sits on a three-party stack. SCTC issues the token under New York supervision. BNY serves as primary reserve custodian. RNTB manages the reserves and holds a trustee role for holders ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

- **Issuer:** Standard Custody & Trust Company, LLC, a New York limited purpose trust company regulated by NYDFS.
- **Reserve custodian:** BNY, which holds most of the reserves backing RLUSD.
- **Reserve manager and trustee:** Ripple National Trust Bank, under OCC supervision.
- **Backing:** U.S. dollar deposits, U.S. government securities and other cash equivalents, with monthly third-party attestations ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

The words "directed basis" matter. On Stablecoin Insider's reading of the OCC letter, RNTB carries out reserve instructions from the issuer rather than setting the investment policy itself. The federal layer adds a supervised fiduciary, not a new owner of the assets.

For the mechanics of getting RLUSD in and out, see [how to mint and redeem RLUSD with Ripple Mint](https://stablecoininsider.org/how-to-mint-and-redeem-rlusd-with-ripple-mint/). The charter does not change that flow.

## Why the collateral trustee role matters under the GENIUS Act

The OCC wrote a hedge into the 2025 approval. Condition 2 requires the bank to conform, cease or divest its collateral trustee structure if needed to comply with the GENIUS Act and its implementing rules ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).

That risk shrank this month. The OCC's GENIUS Act final rule adds a new section 15.10(a)(9) that lets a permitted payment stablecoin issuer set up a trust arrangement over reserve assets, including a security interest, provided that ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)):

- Any security interest granted to the trustee is for the sole benefit of stablecoin holders.
- The arrangement does not impair the issuer's ability to redeem on time before a default.
- It does not create claims that compete with holders' claims in an insolvency.
- It does not block a receiver from promptly transferring or liquidating reserves to pay holders.

Two details cut the other way. The OCC says it will keep evaluating these arrangements and may stop permitting them if they add uncertainty. It also expects reserves to stay on the issuer's balance sheet when the issuer keeps ownership and control ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)). Stablecoin Insider's breakdown of the [OCC GENIUS Act final rule](https://stablecoininsider.org/occ-genius-act-final-rule/) covers the rest of the rule, which takes effect on 18 January 2027.

## Ripple National Trust Bank vs Circle National Trust

The OCC conditionally approved both de novo charters on the same day, 12 December 2025 ([OCC NR 2025-125](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125.html)). The letters are near twins, but the numbers and launch scope differ.

Day counts are Stablecoin Insider calculations from 12 Dec 2025 to each final approval date. Ripple's capital floor is 1.93 times Circle's, $11.7 million against $6.05 million ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)). The OCC did not explain the gap; a plausible reason is Ripple's wider day-one custody scope, which includes unaffiliated institutions. That is Stablecoin Insider's inference, not an OCC statement.

The other gap is timing. Circle's reserve management remains a planned future capability, while Ripple's approved activities already include managing the RLUSD reserve. Stablecoin Insider covered Circle's charter in July:

[Circle Receives Final OCC Approval to Establish National Trust Bank for USDCStablecoin Insider's July 2026 breakdown of Circle National Trust, the closest comparison to Ripple National Trust Bank.![](https://stablecoininsider.org/favicon.ico)Stablecoin Insider](https://stablecoininsider.org/circle-receives-final-occ-approval-to-establish-national-trust-bank-for-usdc/)

## What the conditions cost Ripple

For its first three years, the bank must hold at least $11.7 million in tier 1 capital, keep the greater of 50% of that or $5.85 million in eligible liquid assets, and hold 180 days of wind-down operating expenses on top ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)). Eligible liquid assets are limited to unencumbered cash, deposits at insured banks and U.S. government obligations maturing within 90 days, plus assets the OCC clears in writing.

Set against RLUSD's roughly $2.5 billion market cap ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)), the $11.7 million capital floor equals about 0.47%. That is a small number, and it should be: the bank holds capital for its own operating risk, while the reserves backing RLUSD sit in segregated accounts.

The OCC also set deadlines. The approval lapses if capital isn't raised within 12 months or the bank isn't open within 18 months of 12 December 2025 ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)). On Stablecoin Insider's count, that puts the opening deadline at about 12 June 2027.

Not everyone wanted this charter. The OCC received nine comment letters on Ripple's application, including four from bank trade groups, several of which questioned the OCC's authority to charter a crypto trust bank ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).

## What it means for RLUSD holders, banks and issuers

For holders, the gain is a supervised trustee with a fiduciary duty to them. The OCC says such trust arrangements may protect holders by giving a way to administer reserve assets before bankruptcy or receivership, and may let redemptions happen faster than they would in an insolvency ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)).

For regulation, RLUSD stays dual-track. Under section 6(a)(1) of the GENIUS Act, as the OCC rule describes it, only issuers that are not state qualified issuers with less than $10 billion outstanding fall under a primary federal regulator ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)). At about $2.5 billion, RLUSD is a quarter of that line, so if SCTC qualifies as a state issuer, New York stays its main supervisor while the OCC watches the reserve manager. That is Stablecoin Insider's reading, not a ruling.

For other issuers, Ripple's path is a template. A New York or other state issuer plus a national trust bank as reserve trustee is now an approved model twice over. Firms weighing a federal route can start with the [OCC stablecoin issuer application guide](https://stablecoininsider.org/how-to-apply-for-occ-stablecoin-issuer-approval/).

Who doesn't benefit? Retail users looking for deposit insurance, and anyone expecting Ripple to lend or take deposits. The charter is narrow by design, and the three-year business plan lock limits how fast it can widen.

💡

Stablecoin Insider's take: the final approval matters less for what RNTB can do on day one than for where RLUSD's reserve risk now sits. A federally supervised collateral trustee, now expressly allowed by the OCC's GENIUS Act rule, is a stronger holder protection than a custodian agreement alone. The open question is the OCC's own caveat: if trustee structures prove to add uncertainty in a real insolvency, the agency says it may stop allowing them. Until one is tested, treat the trustee role as an upgrade on paper, and watch the opening date and the first post-opening attestation.

## FAQ

#### What is Ripple National Trust Bank?

It is Ripple's federally chartered national trust bank, supervised by the OCC. It received final approval on 26 October 2026 to manage RLUSD reserves, act as collateral trustee for RLUSD holders and provide fiduciary digital asset custody ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)).

#### Does Ripple National Trust Bank issue RLUSD?

No. RLUSD is still issued by Standard Custody & Trust Company, Ripple's NYDFS-regulated limited purpose trust company. The trust bank manages the reserves and acts as trustee.

#### Can Ripple National Trust Bank take deposits or make loans?

No. Its approval limits it to trust company operations, and it may not meet the Bank Holding Company Act definition of a bank ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)). Most national trust banks also lack FDIC insurance ([OCC](https://www.occ.gov/news-issuances/bulletins/2007/bulletin-2007-21.html)).

#### When did Ripple get OCC approval?

Conditional approval came on 12 December 2025 ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)) and final approval on 26 October 2026 ([Ripple](https://ripple.com/ripple-press/ripple-receives-final-occ-approval-to-establish-national-trust-bank/)). Ripple first applied in July 2025 ([CoinDesk](https://www.coindesk.com/markets/2026/10/27/ripple-gets-a-final-go-ahead-to-launch-its-own-u-s-national-trust-bank)).

#### How is Ripple's trust bank different from Circle's?

Ripple's approved activities already include managing RLUSD reserves, while Circle lists USDC reserve management as a future capability ([Circle](https://www.circle.com/pressroom/circle-receives-final-occ-approval-to-establish-national-trust-bank)). Ripple's minimum tier 1 capital is $11.7 million versus $6.05 million for Circle ([OCC](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125a.pdf)).

#### Is RLUSD a GENIUS Act compliant stablecoin now?

Not yet as a legal status. The OCC's GENIUS Act rule takes effect on 18 January 2027, and the charter conditions require Ripple to conform its trustee structure to the Act if needed ([OCC letter](https://www.occ.gov/news-issuances/news-releases/2025/nr-occ-2025-125b.pdf)).

## What to watch next

Three markers will show whether the charter changes anything in practice: the bank's opening date, which must come by about June 2027; the first RLUSD attestation that names RNTB in the reserve chain; and any further OCC rulemaking on trustee arrangements, which the agency says it is considering ([OCC final rule](https://www.occ.gov/news-issuances/news-releases/2026/nr-occ-2026-92a.pdf)).

If you hold or integrate RLUSD, the practical step now is to read the next monthly attestation for the trustee and custodian names, and to map your own counterparty records to the new structure before the GENIUS Act rule takes effect.
