Dunamu, the operator of Upbit, announced on August 28, 2026 that it signed a strategic partnership with Visa to explore stablecoin payments, global remittances, and AI-driven financial services. The companies have not named a product, a chain, a custody model, or a launch date.

Visa Worldwide Pte. Limited, Visa's Asia-Pacific unit, signed the agreement before Dunamu CEO Oh Kyung-seok and Visa Global President Oliver Jenkyn presented a roadmap at Visa's Global Market Support Center in San Francisco. [Yonhap](https://www.yna.co.kr/view/AKR20260828044200002) reported the announcement at 09:37 Korea time.

### Key Takeaways

- **Dunamu announced a Visa partnership on August 28**, focused on stablecoin payments and remittances.
- **Visa's Asia-Pacific unit signed first**, then both sides presented a San Francisco roadmap.
- **No product is live.** No chain, custody model, market, or launch date was named.
- **OUSD models are under review**, after Dunamu earlier said it was only considering Open Standard.
- **Korea's Digital Asset Basic Act is unfinished**, so commercial launch still waits on rules.

## What the Partnership Covers

The stated work is discovery, not issuance. Dunamu's digital-asset stack and Visa's payment network will be used to look for stablecoin payment, remittance, and settlement services, then build them in stages against local law.

No service structure has been fixed. Yonhap said the companies are not yet at the point of locking a product design, and that applicable regulations will decide the next step.

Payment use cases sit at the centre of the brief. The partners said they will explore stablecoin-linked payments in major markets and review how those tokens could move through remittances and merchant settlement.

That is a different starting point from a bank charter or an issuer licence. Dunamu runs Korea's largest exchange. Visa already operates an institutional mint-move-manage stack, covered in our [**Visa Stablecoin Platform analysis**](https://stablecoininsider.org/visa-launches-visa-stablecoin-platform-to-let-banks-and-fintechs-mint-move-and-manage-stablecoins/).

## OUSD Is Back on the Table

The companies will also examine business models built on Open USD, the dollar token from the Open Standard consortium. Visa is already a named supporter of that project.

Dunamu's role still needs a tight frame. When Open Standard listed Dunamu among more than 140 associated firms in July, Upbit said it had only expressed interest in future participation and was not issuing the token, a point we recorded in our [**Open Standard coalition analysis**](https://stablecoininsider.org/inside-the-open-standard-coalition/).

This announcement confirms a review, not a minting mandate. Examining OUSD models does not make Dunamu an issuer, an operator, or a launch partner.

## Agentic Commerce Is in the Scope

The AI workstream is explicit. Dunamu and Visa said they will look at infrastructure for agentic commerce, where software searches for a product, completes the purchase, and pays on a user's behalf.

They did not say who authorises the spend, who holds the wallet, or how a disputed AI payment would be reversed. Those controls matter because a confirmed on-chain stablecoin transfer does not unwind itself.

## Why This Matters in Korea

Two days earlier, Shinhan Financial Group signed its own Visa agreement to test issuance, remittance, and redemption on Visa's platform, which we covered in [**Shinhan's Visa deal**](https://stablecoininsider.org/shinhan-visa-stablecoin-korea-agreement/). Dunamu's announcement puts Korea's largest exchange on a parallel track with the country's largest bank.

The commercial pressure is already visible in the flow data. Korean venues logged 18 straight months of net stablecoin outflows through June, totalling about $10.4 billion, as we detailed in our [**South Korea outflows analysis**](https://stablecoininsider.org/south-korea-stablecoin-outflows-18-months/).

Circle is already in the same market through memoranda with Kakao Group and Toss Bank, covered in our [**Circle Korea partnership analysis**](https://stablecoininsider.org/circle-partners-with-kakao-group-and-toss-bank-to-explore-stablecoin-payment-rails-in-south-korea/). Dunamu plus Visa is the exchange-and-network version of that same pre-legislation positioning.

## The Regulatory Constraint

South Korea has not finished the Digital Asset Basic Act. Who may issue a won token, and whether banks must own the issuer, is still being written.

Dollar payment and remittance services would also hit foreign-exchange, AML, and virtual-asset rules. Dunamu said those requirements will shape how the partnership is built.

That is why the next fact that matters is a named pilot. Until the companies publish a token, a market, a chain, and a custody setup, this remains a research-and-development agreement. [Asia Business Daily](https://www.asiae.co.kr/en/article/crypto/2026082808452223426) carried the same Dunamu statement.

## Conclusion

Dunamu putting Visa on a stablecoin brief is a real signal about where Upbit's parent expects payments to go. It is also carefully scoped to work that current Korean law already allows: study, design, and staged build-out.

The agreement does not put a Dunamu or Visa token into circulation. Shinhan's bank-side Visa deal two days earlier and Circle's Kakao and Toss memoranda sit in the same holding pattern.

What turns this into infrastructure is a product the companies have not yet described. The technical partners are in place. The statute is not.

## FAQ

### 1\. What did Dunamu and Visa announce?

Dunamu said on August 28, 2026 that it signed a strategic partnership with Visa covering stablecoin payments, global remittances, and AI-based financial services. Visa Worldwide Pte. Limited signed the agreement, and the two sides presented a roadmap in San Francisco.

### 2\. Is a stablecoin product live?

No. Neither company named a token, a blockchain, a custody provider, a launch date, or an initial market. Yonhap reported that a specific service structure has not been fixed.

### 3\. Does this make Dunamu an OUSD issuer?

No. The companies will examine business models that use Open USD. In July, Upbit said it had only expressed interest in future Open Standard participation and was not issuing the token.

### 4\. How does this differ from Shinhan's Visa deal?

Shinhan is testing issuance, remittance, and redemption on Visa's stablecoin platform as a bank group. Dunamu is an exchange operator exploring payments, remittances, OUSD models, and agentic commerce. Neither deal is a commercial launch.

### 5\. When could services launch?

No timeline was given. South Korea has not finished the Digital Asset Basic Act, and Dunamu said regulatory requirements will decide how the partnership develops.
